Battanian culture bonuses most directly and decisively aid in combat that way.
Go to the markers on the map and win the battles there. After you win both, you will be given the pieces of the Dragon Banner, which can be now used to form your own kingdom. Now, if you want to create an non-imperial kingdom, which is entirely independent from other factions, go back to Azragos.
