Out of support guardian is the worst class in spvp (Maybe mesmer). As for symbols, there could be improvements, they do not need rework, except for WB. They surely do. Actually, WB as a whole needs major rework. OP suggestion is way out there. If symbols deal tons of damage in very short period that would be a huge balance issue in pvp.
