I've been looking into the new skills on personas in Royal, and I noticed a lot of unique 'trait' type skills on especially the high level personas. Some of these traits are really powerful and they're listed as innate. Here are some examples: Die Already! - Reduces costs of instant death skills to 0 - Alice. I Climb up onto a shelf and get into the vent, following it to the end. Grab the treasure chest, and pull the switch on the east wall. Head to the far east, then to the south corner for another chest. Go north and enter the next room. Defeat the shadow here, then climb the shelves to find another vent. This Persona is from a DLC pack and players will have to pay for it on Persona 5 vanilla, but the Persona 5 Legacy DLC for Persona 5 Royal gives this Persona out for free. Izanagi-no-Okami shines best in his ability to deal Almighty damage, the only type of damage that can't be resisted, blocked, or reflected.
Your best chance is while on a Confidant's intimate route, usually after Rank 10. These are obtained by beating the Velvet Room Attendants. Justine and Caroline can be fought in Mementos before 12/24, and Lavenza can be fought in Mementos from 1/14 to 2/2. These bosses can be pretty challenging, so be on your guard.
